The Producers is about two guys making an intentionally terribly movie with an inflated budget so they can get away with embezzling the large majority of the production costs without anyone questioning it.
OP is wondering if someone at WB is doing the same thing because Zack Snyder has a terrible track record as a filmmaker with his Superman movie being particularly brain dead but for some reason he was given a sequel and two Justice League films as a reward.
