Nah, the schtick for Joker right now isn't that he's a normal man driven to insanity or a mutated gangbanger, now Joker is a disembodied possessive force that takes over people and has existed since man first rose to prominence. Also, he cuts his own face off and then wears it over his own raw flesh.

This. The joker just has too many damn incarnations. As with a decent amount of other batman villains. But because that's what people want it's only going to get worse. People don't want a batman movie with Szazs, and have it be a detective thriller, no one remembers batman is supposed to be a detective, not even the writers it seems.

Comic books haven't been as lucrative as they used to. It's literally been decades since they've been in their heyday. The result is higher ups constantly pushing popular characters to keep up sales.
The writers at DC can't retire a character like Batman or Joker for any real length of time and try something new, so instead they constantly have to retell the stories of these characters over and over. Eventually they run out of ideas.

Yep. But the detective aspect of Batman is really toned down for movies. He just uses super advanced technology to solve every thing. Which is still the case in the Batman mythos but he still uses actual thinking.
So a riddle enemy wouldn't work, especially because it wouldn't translate for international audiences and Britons.
