I'm fairly confident that the second epitomizes the series best.
POTC suffers from franchise syndrome. Basically they took all the things from the first movie that resonated with audiences, turned it up to 11, and threw away everything else.
The atmosphere of the first film is so much different than what people remember. The pacing is much slower, less comedic, more political commentary, etc.

The series literally gets worse with every installment.
1 is a well-made action-adventure movie. Strong setting, good pacing, great villain, and Jack Sparrow is very entertaining and doesn't wear out his welcome.
2 gets a bit sillier but still has a lot of the same charms, and Davy Jones is great. Have to knock a point or two for being a cliffhanger to 3.
3 is a complete mess. Way too long, pacing is all over the place, so many dumb moments, it's the definition of bloat. It still has its moments, though.
4 is just lifeless and tedious. All the fun from the previous movies got sucked out. The villain sucks, the action sucks, the setting sucks, and Jack Sparrow is boring as the main character. Barbossa also looks awful. Very few redeeming elements. The only scene I like is right at the end when Jack leaves that bimbo on the island, only real bit of humor in the movie.
1 is too long
