Pay a highly advanced software house its salary for a hollywood tier project.
Even with 10k people(which is a lot and with creative shooting can be made to look much more) it would be $500.000 for a huge army, while paying WETA or ILM would require at the very least milions to shit out "convincing" CGI.

Extras are difficult to control and organize, it's more of a time thing. It's not just $50 either, you need a costume for them as well.
Didnt they spend like half a year on this scene?
I remember reading they spent several months on training and during filming the stunt men were constantly at risk.
