She lived in a wooded area and wanted a quick way to hunt for food while she waited for something to get caught in a trap. Simple as that. When she got selected as a tribute she naturally gravitated towards a familiar tool. Plus in a game where the only other ranged weapons are knives, slings, and spears, a bow is pretty legit; good range, good power if it's made well, and more compact than a spear. Even after she runs out of arrows she can still swing the actual bow around (it was made of metal during the 74th game).

Law is terrible, the movies are bad (the last one was decent), but it was a female centric story where the girl wasnt a mary sue, her only above average skill was hunting and she was pretty good at that (not supernatural, but normal for someone that survives hunting).
