But Khan is an iconic Star Trek villain from probably the most famous Star Trek film. There's actually a point in that twist. Plagueis is way too obscure for it to work for the general audience.

Think about it in terms of the movie introducing him. He's probably a part of the Knights of Ren. If this is true, people who know who he is will immediately know the upcoming twist: he's actually a powerful Sith instead of a background soldier.
Wasn't literally everything not contained in the films or Clone Wars retconned? Maybe they just liked Plagueis' design and copied it.

His name is Supreme Leader Smoke, who is a "powerful figure in the darkside of the force and the master of Kylo Ren." The fact he's the main bad guy is already established, there still is no twist of value here.
The only way for a twist to work it has to be related to well known figures to the public. Like X is the son/daughter of Han/Luke, Boba is alive, Sheev/Vader clones exist. All those, however stupid they may be, would have an actual impact on the audience. An obscure character mentioned once in one movie will do nothing for the general audience but generate confusion.
