Honestly, this. Lawrence is a good actress, but Katniss is indecisive and noncommittal. She spends the entire trilogy of books (I haven't seen either Mockingjay movie) reacting, not actively doing anything. The only choice she really makes on her own is to volunteer to save Prim, and that's great, but it's at the start of the first book.
