yes, my little friend, that's the correct definition of the word "dystopia"
But it actually shows the nazis as competent and having better technology than pur 1960's. Lots of white people in the Japanese Pacific States also want the nazis to invade and you see the suburbs in the reich with all white families and they even talk about how everyone has a job. Man in the high castle does a very good job showing how the timeline where the nazis win isn't specifically better or worse than ours, in ours we have decadence, less jobs, more war, homeless, diseases and deformities in people but in the other timeline with the nazis you have no homeless, nobody without a job, national unity, better technology but you also have lots of government oversight, a regime that eliminates any degeneracy and uprising. We can compare our worlds and when we do it's tough to say if it's better or worse, yes in some cases it's better but in other cases it isn't. When the book first came out it was very controversial for this but it's also why the book was critically acclaimed.
As someone who hasn't read the book and isn't that far into the show, is the Neutral Zone pretty much like a lawless modern Wild West? I don't know what impression to make from it.

It's a buffer zone that's pretty much what you described, there isn't really a governing body there, just smaller cities and truck stops. We never really learn much from the show besides the japanese are looking at uranium deposits in the neutral zone.

Smith is built as a likable character though and so is the inspector. At first you seem them as instruments of evil but the show and the writers make you question your own allegiance and if Smith and inspector are really bad. Smith ends up as the best character and if you ask anyone he's probably their favorite character. The Inspector is less liked but he's very understandable and him being hard working, dedicated and honorable builds him up as a ultimately good character. Yes at first it doesn't seem this way but the show slowly builds them into likable characters. If you think otherwise that's what you think and it isn't the popular opinion. It makes no geo-political sense at all, such a situuation between two aggresive empires has never existed. Buffer zones do exist, negociated demilitarisation zones are there between the Koreas and between Ukraine/Novorussiya but they are controlled spaces by the states. "free" space such as the neutral zone serve no use at all apart from denying both parties access to unclaimed resources and becoming a haven for anti-government activity. Realpolitik would dictate how the "neutral zone" would be split up for the practical benefit of both parties and still ensure garuantees for peaceful border cooperation
