Usually if you were going to do a staredown like that, you put it before the fight starts, to build up audience tension. You can put one in the middle of a fight, but if you're going to have the villain brag about how he's going to win, then the villain should be winning the fight and the hero should be back on his heels and struggling. If the hero is winning easily then there's no tension in the fight at all.
