Films these days can be made dirt cheap with a minimal crew. Primer was made for just $7,000.
If you want to make something serious it involves trying to get a studio to finance it, or there also grants from special funds you can apply for. There are lots of ways people find to finance movies though. I think when Aronofsky made Pi ($60,000), I believe he just asked for loans from him family

That's a must-watch for low-budget filmmakers, especially action filmmakers. Apparently Rodriguez left bloopers in just because he could save film that way. Nowadays, we don't necessarily need to worry about film, but that just means we can do as many takes as necessary to get the perfect shots.
