Rohan are the Anglo-Saxons, as Tolkien imagined them, if their civilization had been better at breeding and riding horses. Tolkien believed that one of the main reasons why the Anglo-Saxons lost the Battle of Hastings was that they lacked any cavalry. This resulted in the Norman conquest which was, in his mind, one of the greatest catastrophes in English history and basically wiped out Anglo-Saxon culture for centuries. Modern scholarship doesn't tend to agree, but whatever.
