Here's the difference between JarJar and Alfrid: Alfrid is supposed to be hated as he's being laughed at, and he gets what's coming to him (even if it was cut from the theatrical release because everyone complained about how long the Hobbit movies were, so Five Armies was cut to be the shortest of all six Tolkien films, leaving all sorts of things hanging). No one is supposed to "like" Alfrid, he's not supposed to be a beloved member of the cast and friend to the heroes. He's a weasely, cowardly, disgusting wretch who actively stands in the way of the rightful ruler of the land. He just does it in a comical way.

1. The Hobbit is supposed to be a more whimsical story than LotR, so its action should be a bit more rollicking and even comical at times.
