Lucas wanted to have humor in the prequels. C3P0 and R2 were the main source of humor in the originals, they were sarcastic in their humor. Jar Jar was slapstick humor. Slapstick humor almost never works in movies that are not straight up comedies. Lucas thought that introducing a cartoon character into Star Wats would be funny. It wasn't.
