I always thought the friendship seemed plausibly natural.
Garak used to have a lot of suction with Central Command, he's accustomed to dealing with senior officers, he is intelligent and enjoys the company of other intelligent men, etc. So he probably wanted a contact within DS9's command structure but also someone whose company he could tolerate. Bashir's the only one fitting this role.
Even if Garak could make Sisko trust him, Sisko would be a creepy friend, and anyway it would raise awkward questions if the Starfleet station captain became besties with a Cardassian, since people would suspect an intelligence leak. It was mutually advantageous to both men that they have a connection through Bashir, and only when Sisko needed to commit extreme crimes such as intelligence fraud did he go to Garak directly.
Miles O'Brien is an anti-Cardassian racist. Kira's not someone he could connect with intellectually, in addition to her being mildly racist against Cardassians. I could see him making friends with Jadzia Dax -- though moreso with the Dax than the Jadzia, as Garak would be more attracted to the Tain-like wise old man aspect rather than the stronk independent womyn host -- or Odo. In fact I guess he and Odo become de facto friends after Garak tortures him.

Garak was Ep IV Darth Vader, Dukat was Grand Moff Tarkin, and Tain was Sheev. Garak had an unclear albeit high degree of authority, could order operations, handled interrogations, etc., though he had a rivalry with the upper crust of regular military structure.

Were the other genetically enhanced humans supposed to be more advanced than Bashir? They could project complex political scenarios and determine people's true motives just from watching them speak on video. Whereas Bashir could never figure out Garak's true background and motives without having it spoonfed to him by Garak. He could never get one move ahead of Sloane. He didn't figure out that the aliens with the bioweapon were planning on killing him & O'Brien as soon as they destroyed the last of the weapon -- or, knowing this, that they were working together. He couldn't determine with certainty that Replicant O'Brien was a Replicant.
But what the dr. lacks in intelligence, he makes up for with spirit. The spirit that one day he'll get with Jadzia. The spirit to fly a runabout directly into Cardassia Prime without cloaking and make an unannounced house call on Enabrain Tain.

Sisko.... first of all, that dudes acting can be REALLY shitty sometimes. Angry sisko's voice gets all breathy and faggy. And he just has the standard toolbox of starfleet captain traits with nothing interesting thrown in. what's his biggest flaw? picard had trouble with intimacy, and he even mud werested his own brother that one time. but sisko is always performing perfectly, and circumstance is the only thing that holds him back.

Any officer can reach the rank of Captain. The Chief Engineer in TNG reaches Captain, the Chief Medical Officer in TNG reaches Captain, from memory basically everyone in TOS reaches the rank of Captain.
But as far as being Captain of a ship, which is a different thing, you generally need to switch over to the command division and learn there. Technically, you don't even need to have the rank of Captain to be a Captain. They still address Worf as "Captain" when he commands the Defiant, even though his rank is only Lt. Commander.
