I've always seen it as the "respawn" of the nazguls, mainly the witch-king. One could assume they had died when Elrond unleashed the waters on them. Unlike other humans, their souls don't leave Arda, they probably go back to Sauron or Minas Morgul, or wherever, to be emboddied again. Think heroes in Warcraft 3.
