This doesn't happen because scenes like this are fucking amazing and nearly impossible to shoot. What you're seeing right now is top-notch fight choreo and stunt work. It's expensive and it's hard to shoot. American audiences have proved time and time again they'll eat up whatever quick-shot digital-blood bad-foley shit that hollywood poops out, and since it's cheaper and makes more money, that's what you see. Nothing to do with unions or risk involved.
