Have you ever been stopped by the police? 90% of them are just as bad at their job as everyone else is, whether or not he was officially incarcerated is semantics. Cops (in my experience) just want to get back in their car and sit on the side of the road to intimidate stupid people. When they find someone who isn't intimidated by their badge and gun they tend to get really upset and try to make sure the civilian knows their place, below the law, below them.
