I'm not sure but I think the way we're supposed to interpret it is that the Doctor we see for most of the episode is the first one to have the idea of punching through the wall, i.e. the one who initiates the repeating loop, and the Doctors before him did shit like figuring out the bird password but ultimately ended up getting melted and pulling the lever.

I did consider that, but it just seemed to present more problems. Why would the Time Lords just discard the confession dial in a random patch of desert outside of the Citadel? If they knew that it would bring the Doctor to them, then surely they would be monitoring it? Why would the Doctor need to announce his presence? Surely the whole point of them acquiring the confession dial was to lead the Doctor right to them?

If not – if the Doctor breaking through the azbantium barrier was an unintended consequence, and the Time Lords were only using the confession dial to learn more about the Hybrid – I still think it makes no sense for them to be so careless with the confession dial. You would think they would value it more.

It was Moffat doing what Moffat does well; making a spooky clever problem that gets you interested, and unlike a lot of his recent episodes, he didn't go over the top with convoluted plots designed primarily to convince people of how smart Doctor Who is.

It still kind of felt like it didn't go anywhere though. It felt like a break between the story that will be continued next episode, rather than a story itself.

You know what would be a lovely ending for Hell Bent? Gallifrey gets restored, but the Doctor has to go on the run from the Time Lords again. Next season opens with something like episode 1 of An Unearthly Child.

there are different kinds of regeneration. there are the kinds when you're forced into it from suffering massive trauma, there are the kinds when you're forced into it from external forces (eg the Time Lords making you), and then there's the kinds when you do it yourself because you want to.

historically, the Doctor hasn't been able to do the latter, and when he has regenerated he's not been able to control the outcome.
this is because he failed at the academy and sucks at being an actual "time lord". Romana excelled at the academy and therefore can regenerate at will into whatever form she wants, trialling out forms before settling on one permanently.
