Millennium Actress had the best visual direction but was weak in terms of characters and story, I honestly didn't give a flying, tanlucent damn about what is happening, I just cared how about the beautiful transitions and cinematography. Tokyo Godfathers had an amazing cast and good story but it felt too "normal" visually, less like a Kon film. Perfect Blue had a perfect balance of both. Though I would have prefered if Paprika was that film, it would have been nice if his masterpiece was one with a more positive vibe and not a dark, psychological thriller.

The director loves Perfect Blue, already used an identical scene from it in Requiem for a Dream and even bought the American filming rights to it to he could rip it off forever.
You only have to watch the movies to see it. It's beyond obvious.
