The second season of TNG is very watchable, Pulaski notwithstanding (and she's even tolerable as she is, in a dark horse fashion, the ideal to come). The first season even has a few good episodes despite itself.
DS9 is Best Trek, let's not lie to ourselves. TNG is a solid, worthwhile watch after the third season. Enterprise, TOS and TAS are watchable, period.
Which leaves Voyager as the odd one out. Literally it took a fucking Barclay episode to make Voyager watchable. And that's a fucking sin.

Measure of a Man is literally a promise of what TNG could be. That and the Moriarty episode make the season (even before the proto-Borg episodes).
