The guy in OP pic could basically be considered the second hero protagonist of the series and he's a very dedicated Nazi. It's actually unbelievable how positively he's portrayed but that's mostly because his priorities are to root out much more treacherous and power hungry Nazis and to avert a nuclear war between Germany and Japan.
They even imply in dialogue that he participated in the death camps 20 years earlier and they aren't happy memories for him but he views them like any veteran's old trauma, "We did what we had to do."

I wouldn't focus too much on the small arms - the Japanese soldiers were using FN FALs. The anachronistic weapons are probably just cheap substitutes for whatever hypothetical rifles the Axis would have developed in 20 years.
The films likely come from some transdimensional portal. We see the Trade Minister self-actualize himself into another dimension, presumably other people can do the same thing.

It's certainly possible, we still don't know all of the differences between our reality and theirs. I think the earliest divergence we got was Roosevelt's assassination. It's possible that someone sent advanced technology like the Draganov designs to give the Axis the leg up, though given the propaganda effect of the films, I'm not so sure.
