Anecdotally, I have noticed that when I play basketball all the shorter players (below 5'10") have a lot more hustle and stamina than the taller ones (above 6'). If you watch basketball you will notice that whenever a center has to run to catch up on a fast break they have to lean their heads forward to compensate for their high center of gravity.

40k would be very difficult to make work as a movie.
The budget would need to be super goddamned high, and it would also be hard to decide "which" story to tell..
Horus Heresy to introduce people to the setting? An impossible task, you'd have to make like ten movies to tell it all.
Modern 40k would be easier, but then in order for tickets to sell, you'd have to make it about Spess Mahreens, so the story telling opportunities would be a lot less.
The best option would probably be a Imperial Guard War film, or better yet, an Inquisition Film series. (but obviously still have Space Marines in them to bring in the bucks).
