That's actually what Raimi wanted to do.
IIRC, he wanted the villains for Spider-Man 3 to be Vulture and Sandman, since Raimi wanted to focus on the early villains of Spider-Man. They were going to have sort of a Rocky and Mugsy dynamic.
But Avi Arad really, REALLY pushed Venom since he's so popular, and Raimi said basically, "Okay, I'll have the black suit, and we'll set up for 4". And in 4, it would have Green Goblin 2 and Venom.
But Arad basically forced Raimi to shoehorn in Venom and ditch Vulture. Which is a shame.
