Did you not comprehend the Prequel's plot? Sheev gets Dooku to make the Clones with the chips that make them turn on the Jedi. Sheev gets Dooku to fracture the galaxy with the Clone Wars. Sheev wanted to pull the galaxy together into the Empire with the "betrayal" of the Jedi and the end of the devastating war.
