In the comics, IIRC, pursuit of the mutant villain Nitro leads to a chase where the villain hides in or is cornered by a school. Having explosive powers, he self-destructs and kills innocent children. The fallout from this results in the passing of the Superhero Registration Act, which requires all capes to register their secret identities and abilities with the government, basically turning them into government agents and assets. Iron Man thinks this is a good idea, Cap doesn't believe superheroes should be politicized or forced to align with any state. The Civil War ensues as heroes generally take their stance on the issue.
In the movie, it looks like the recovery of Bucky will have the government after him while Steve tries to explain his innocence in having been brainwashed. The inciting event will probably be the events of Age of Ultron, which had major international implications, leading to the government wanting to crack down on heroes. Seeing how easily SHIELD was infiltrated by HYDRA in WS, Cap will disagree.
