No. I actually wondered this too but they say it's not and in fact this is what they're worried about.. Since these properties are mostly in the public domain they can't stop other versions from being made (e.g. the Harry Potter Frankenstein one)...
But Frankenstein is going to be in the new Monster Universe. Probably just do The Mummy next. Then I think I saw something like Wolfman & the Invisible Man in the same film. Then Frankenstein before grouping them all together.
All just speculation. Not sure why I researched it so much, just seems like it could be fun.

Oh huh, I didn't see the Angelina Jolie bit, but that sounds awesome.. Starting with the Bride would be a great way to do it.. Could have it take place in the 1800s (or whenever) and Dracula finds out about it all.. Then in present day Dracula can remind them about the Frankensteins. He can easily connect a bunch of different time periods.
