They had kind of given up on Stewie being diabolical by the time of the first cancellation. Most of the stuff about Stewie building his death rays and shit was the first season.
Meg kind of changed when Mila Kunis took over the voice, because she gave the character more of an edge, so they could do more stuff with her. When it was Lacey Chabert, she was just kind of this sweet forgettable character.
The other stuff is just fucked up Flanderization of stuff. The show basically sucked from right when they restarted it. I think by that point, Seth had moved on to other things and wasn't really involved in the creative process any more, so the writers just tried to build on the stuff they thought the audience liked. They fucked up, but it became broad enough for plebs to enjoy it.
