Not really. Remember that the Clone Wars was started by shills and corporations, so distrust was high. In reality people accepted the Empire as a legitimate successor of the Old Republic as a way to bring stability to the galaxy

That's a good way to START an Empire, but to administrate it you need sympathetic or compliant local governments to do most of the work for you.

And as the first movie of OT demonstrated, not all the local systems were falling in line. Hence why they built a huge intimidation weapon and then proceeded to lose control of their Empire after only 20 or so years.

The Outer Rim planets probably didn't even notice much from the Regime change other than a different uniforms on the assholes pulling their speeders over.

The rebellion was mostly from the core planets that lost their political influence with the dissolution of the Senate, so the majority of Imperial military power would be concentrated there.

Uhm the prequels explain it. The galactic senate approved the Empire, the clone troopers enforced it, then propaganda gave way to an army of stormtroopers
