The first one was popular because battle royale films/series are uncommon, and this one was well put together and had this passable story to have something to care about. The second one was good for the games, but leaned more towards the politics plot, and the third one was all politics with some action. What sold it was the premise of a bunch of kids being forced to kill each other, it's no surprise that less people care about the main story, which is not original and predictable.
Pretty simply, people are just tired of Hunger Games. Same thing with Age of Ultron making less than the first Avengers and Ant Man making just $500mil for Marvel.
