For all the things Evolution fucked up, the casting wasn't one of them. All the actors fit their roles really well, and it's a shame they were wasted on such a poor adaptation. What live action DBZ would REALLY need to work is a reboot. You can't really execute that kind of action well in live action without a serious budget, a budget that isn't coming without results first.
Something like a well written, well directed but low budget action-comedy kung-fu movie would be perfect. Not trying to be all super speed and laser beams, but still really enjoyable. THEN, after some success you can add CG and a 80s action movie ripped Goku and make it a box office smash.
