I'd like to make a stylish film about a barbershop quartet that gets involved with the Mafia in the 1920's. Play off El Mariachi's bizarre hyperviolence, and mix it with 20's-era scenery and some genuinely good barbershop singing.
Something about the idea of an alcoholic old timey barber is pretty funny to me. It'd probably be a good dark comedy.

A character study has to have an actual interesting character. Not "drunk old-timey barber". You have to write the concept at least into the second act.
Bronson would be "a character study of a misbehaving violent youth in 1970s Britain who gets arrested for robbery and goes to jail. He picks fights with guards and keeps getting more time added to his sentence because of that. He starts working out constantly to fight the guards better. He is transferred to a mental institution, but strangles a pedophile and is put into an even higher security prison"
See? That goes well into the second act. It shows you can actually form some plot. If it was just "a character study of a misbehaving violent youth in 1970s Britain who gets arrested and goes to jail" it would be a premise, and a lousy one that anyone can come up with. Character studies don't usually hook people in on premise alone. You have to flesh it out more to actually have an idea for a film.

There's also a subplot about Buddy reconnecting with his son and the joke is that it's two dogs playing basketball.

An American Football movie about the incredible story of Phil Jack Dawson the Westbrook, Maine High School Coach who figured out how to beat the previously invincible Oklahoma Sooner's Wishbone offense (NCAA all time record rushing yards per game of 472.2) and how he had to fight tooth and nail to convince Notre Dame to use his idea before the Cotton Bowl Classic.
We'd go into how he figured it out, his troubles against other high school teams, his disbelieving family, players, and Notre Dame laughing in his face, how his team started proving him right, how he showed Ara Parseghian the coach of ND the defense.
Its a cool little 90 minute Disney movie.

'Somehow' paper work gets mixed up and chimp gets registered for classes and student goes in cage
Chimp goes through usual college comedy tropes: parties, wins the heart of the cheerleader (think Back to School w/ Rodney Dangerfield)
Grad student is increasingly subjected to more severe and terrible forms of medical torture while pleas at being human are ignored (think Funny Games)
Two storylines meet at the end when there is a college wide party celebrating the chimp saving the school from closure due to radness and grad student finally escapes from his cage
Grad student running free sees the celebration and the notices chimp being applauded, realizes the origin of his anguish and runs towards chimp with murderous intent
Cheerleader screams and points at grad student as he runs into the crowd foaming at the mouth
Chimp grabs gun from nearby cops holster and shoots grad student
Big pause, everyone stares at the dead grad student and the chimp holding the gun, then suddenly crowd erupts a big hurray and lifts chimps on to shoulders and parade ensues
