I'm not sure if it is going to build up to something significant. I think they're planning SOMETHING with this season, but I'm afraid that the status quo will reset with the next season. I like the idea of continuity with the show though, I stopped watching around season 12 and by then it was apparent that Matt and Trey needed to try something different with the show. I feel like they're getting themes across this season in a much more effective manner with the continuity than they would with individual episodes each dealing with specific issues like they always did.

The top of the swing (and the picture is taken at least a couple feet above that) is far taller than PC principal (6 feet). Assuming that the picture is taking from around 14-16 feet, that's taller than Satan for sure -- Satan seems to be around 10-12 feet. It'd be very uncomfortable for him to hold a camera in that position (with his arms above his head).
The only way I could think is either a 18+ foot tall thing took the picture or a flying object took it.

I'm guessing things WILL take a dark shift during the carnival. A synopsis says "PC principal's facade begins to crumble", and the press release has the information "will Jimmy be the undoing of PC principal?".
Anyway, we know that PC principal and Leslie are quite close but probably not related from the hair color difference.
However, Episode 8 hasn't aired, but if PC principal's real name is Burger, then we have a connection (i.e. PC principal is a Burger, Leslie is Lisa Burger). It'd also be a very easy name to hide, relatively speaking, in terms of dialogue. (Talk about the food, for instance)

Since hair color and background characters were mentioned, I can think of a few people with similar hair colors to PC principal that might be important (since they're background characters or children who he might be related to):

My guess is that one of a few things will happen at the carnival whenever it happens:
1. a rally for Mr. Garrison that the PC frat (if it exists still) or some other group tries to shut down
2. PC Principal gets caught in a fight with someone -- likely Jimmy
3. (since someone needs to provide the food) the Yelp reviewers figure out the special sauce
But I don't know, it's just a thought.
One far-fetched possibility: the only person I can think of who feels really out of place is Randy Marsh. Is it possible that Leslie and Randy are connected somehow? They have very similar morals (now, that is) and hair color is the same (since that post mentioned hair color). Interesting.
I hope this season actually leads up to something and they aren't making up as they go along like last season's abysmal finale.
