It's not really a conspiracy, George Lucas just rewrote the character as a pawn after the first movie

That tweest was probably written with another "no, I am your father" moment in mind.
There is no twist in the prequels and considering how much lucas LOVES pottery the twist that jar jar is evil would've probably been in the later half of part 2.
Revenge of the Sith was originally going to have a scene where Sheev mockingly thanks Jar Jar for using his emergency powers to put him in power, to cement Jar Jar as the manipulated politician pawn he is at this point.
