I believe it was said that Lucas just re-purposed some footage of Hayden from ROTS, which explains why it looks so off. He should have shot something specifically for this if he was gonna change it.
This is one of those things that show that even in the smallest of moments George has no idea what the fuck his movies are about.
In the original Luke sees the ghost of a redeemed Anakin. He has gone through life as Darth Vader, turned back to the light side, killed the Emperor and died with some measure of redemption and good faith. Now as a ghost we see him as what he could have been, with his body restored to match his spirit. The physical dehumanization of Vader had earlier been played as a shorthand for his psychological dehumanization. "He's more machine now than man, twisted and evil." As a ghost he is now whole and his spirit is good. The damage Obi-Wan referred to is repaired.
By showing Hayden Lucas basically ignored all of that. Now Anakin is who he was as a young man. And while this may have worked at the end of Titanic it fails miserably here. Return of the Jedi is a story about Vader redeeming himself, he turns away from the dark towards the light. What Hayden represents is Anakin just before he turned away from the light towards the dark. All of the character flaws that led to him becoming evil are still present, untouched. Rather than experience the horror of being Darth Vader and come away with it an enlightened man, the clock is simply turned back and he hasn't gone through any of that.
Basically George took something complex and rich - "Anakin did horrible things but ultimately chose goodness and has found peace in death" - and made it into something simple and lazy: "Evil Anakin became good again so he now looks like Heroic Anakin."

In the original movie, up to and including the 1997 Special Editions, Leia's ship has a stark white interior.
In the 2004 DVD and 2011 BD releases, this has been changed to a magenta tone (this is not the only color change, but it's the easiest to see). This was claimed by Lucasfilm as a deliberate stylistic choice.
Except when the same ship is then shown in 2005, it's back to the same stark white interior it used to have in the original. First - that's the face of the man who killed Sand People women and kids, sliced off an old man's arms, and butchered children who trusted him. Lucas never managed to make Anakin sympathetic in the entire prequel trilogy, which is why I'm so salty over him showing up here.
Second - the whole point about Anakin's arc is that he turns from good to bad to good again. Without us seeing him progress - from idealistic youngster to monstrous machine to content old man, his journey lacks all depth and weight - there must be a price, not a hey presto change back into the shitty guy again. There's no point showing the audience the guy he was because the guy he was was a murderer. Fucking horrible.
