The thing with balance was that certain abilities, such as force lightning, were seen as dark side powers no matter what you used them for. Technically, you were a jedi or a sith by mindset and all your powers and methods had to align by that.
After RoTJ Luke and others discovered that it wasn't really the powers or your methods that made you good or evil, but just that, whether you were good or evil, bringing a balance to the force.

Yes - that's actually a fairly decent summation. Although, after the second schism, dark side practitioners wanted to call a truce and to just be left alone - but the Jedi said no and hunted them all down. There had been like six schisms by the time the movies come up though.
