Some (supposed) engineerfag said the tensile strength of the braces will be stronger than their flexural strength if they're built properly (note: I know jack-shit about the subject), or something like that, so it was built to be as walker-proof as possible (while also making the best use of space without the braces taking up room inside) without any consideration put into people as a threat. Rick even pointed out that if he was hostile and wanted to get in, he'd climb up them, so it was naivete on Alexandria's part.
