Gregor is not only supposed to be one of the toughest opponent ever, he's also a fucking monster.
In the books, he's a freaking giant ( over 7', probably at least 7'6 ) and he's a sick fuck.
Just to give you an example ( out of many ), once his raiding party was ambushed by Robb's forces and to punish his outriders ( for not seeing it in time ) he carved out his eyes, and gave him to his (new) ourider, teling him that 4 eyes might help him see better. And if it didn't, his next one with have 6 eyes.
If they just gave him airtime (not expecting 30 minutes a season like a normal character, but more than 0 or 1... ) he would've been intimidating enough.
In S1 they did it right, mostly with the cast but also with his actions ( which are striaght up from the books, so not much credit to D&D ) but after that, it's next to nothing. And then they had him butcher random peasants in S4 before his trial to remind people who he was... But that was so forced and cringeworthy.
In the books Oberyn vs Gregor was "the avenger vs the monster"...
On the show it feels like the avenger vs some random tough guy.
