Who is this guy? We see him standing around a few times, and he seems to work for Sheev. Is he a sith? Why is he working for the bad guys?

Sheev often got depressed so he hired this guy to say "You think *you're* feeling blue?" whenever it happened and spinning just couldn't do the trick. This brightened Sheev's day.
