Tarla CAN show up today, but she isn't here right now.
Tarla shows up for 15 minutes at a time, up to 4 times per day, between 10 & 45 minutes after the current hour, as long as the hour isn't 6 or 12 AM or PM, Neopian Standard Time (NST).
12 AM, 6 AM, 12 PM, & 6 PM mark the "breaks" between the beginnings & ends of the 4 time periods she can show up on a day she's here.
Put simply:
Interval 1:
Any time between 10 & 45 minutes after 1, 2, 3, 4, & 5 AM, NST.
Interval 2: Any time between 10 & 45 minutes after 7, 8, 9, 10, & 11 AM, NST.
Interval 3: Any time between 10 & 45 minutes after 1, 2, 3, 4, & 5 PM, NST.
Interval 2: Any time between 10 & 45 minutes after 7, 8, 9, 10, & 11 PM, NST.
Tarla gives out a prize that's pre-determined each day she shows up, if you find her within the first 3 minutes of one of her 4 visits. If you find her during a visit after the first 3 minutes, it's a random prize from a pool of items.
However, no matter when you catch her, you can only get 1 prize a day from her.
Seeing as how she sometimes gives out Lab Map Pieces within the first 3 minutes, it can be worth your time to skip her 1st interval, then check the Help Neoboards later to find out what she's giving, and see if you're interested.
Then just refresh... I'd say, every 2 or 3 minutes for fast arrival/main prizes, or maybe every 10 or 15 prizes, if you'd rather get a randomly chosen prize instead of her main/fast arrival one.

Some days she will show up, other days she won't.
She never shows up during 6 or 12 AM or PM, NST, nor before 10 minutes after an hour or after 45 minutes after an hour.
Hence, the times are divided into 4 groups.
So: Interval 1 is 1, 2, 3, 4, & 5 AM, NST, between 10 & 45 minutes after the hour.
And interval 3 is the same, but in PM.
Interval 2 is 7, 8, 9, 10, & 11 AM, NST. Between 10 & 45 minutes after the hour.
Interval 4 is the same, but in PM.
Strangely, a lot of sites lack guides on this feature, so here's a petpage that explains stuff and shows some prize lists.

When visiting her page while she's not present, the text shown tells you if she's here today or not.
To paraphrase the petpage:
If it says "Tarla is busy with her other chores today. Check back tomorrow to see if she's back! " then she isn't going to show up.
While if it says "Tarla is at the prize warehouse right now. Check back later to see if she's here!" then she is going to show up.
On days when she is going to show up, she'll do so 4 times; Once per interval, but still only one prize per user, per day.
Many years ago, in the site's earlier days, when Tarla was being introduced, there was actually a Neopets toolbar you could download, which, among other features, alerted you to when Tarla was around.
Nowadays, that's pretty much impossible to obtain.
