This. Shes had tons of scenes and we really know her personality. Luan has no personality which you can see in all the fan works that just make up a personality by pasting a generic archetype out of their ass like Luan being yandere. In the Sweet Spot Lincoln didnt even consider Luan anywhere on his chart and never asked her anything once, that's how of little importance she is.
Luan makes cringy worthless puns and does little outside the gimmick. Luna has the gimmick of references of varying quality and playing background music but besides that we see her quirk used as character development in episodes like the Butterfly Effect.
If anything Luna's fault is being too defined for smut peddling hacks to project memecanons on like Luan
