Here's something inspired by the need to add some character development in my story, modified for the Chief Wilde thing that's been going on:
Thanks to his past and his many connections, Officer Wilde became a successful cop; his leads would develop into big, important cases. But they were dangerous too, and after a while he developed a reputation: if you worked with him you were likely to die. Some even eventually said he was being careless and conniving; wasting officers’ lives in pursuit of promotion and glory. He was a fox after all. And he came to realise too that he was still seen as a sly, untrustworthy fox and it was by his connections and his help on the Nighthowler case that he was hired. Many fellow officers died working on his cases with him. Even his partner, after many years together on the force. But he kept rising to the ranks, eventually replacing Bogo as the chief of police. Mammals still see him as a fox that excelled thanks to his slyness and all the stereotypical characteristics. They also see the sour angry mammal that he’s become.

No, don't do that; that's an amateur mistake. Pronouns keep things simple and accomplish the goal of brevity just fine. The reader's mind parses the identities just fine without the clarification, so don't bog them down with it.

The monotony is a feature, not a bug. People absorb it without noticing, and it keeps them from losing track of who's who. Trying to pretty that part up is solving a problem that doesn't exist.
If you really need to add something, add more actions to what they're doing while talking. Very few conversations happen with two people standing completely still and staring at each other, and it adds a lot of character if dialogue is interspersed with the two people going about their day.
