I have made all of those things, except for my head. I only used foam for my footpaws and I used surprisingly little. I would expect that the only big contiguous chunk of foam that you'll need is going to be the muzzle; everything else will probably be little bits here and there.
Of course, you probably want to start with getting an idea of how you're going to build the head before estimating materials. What is the base going to be made of?
