His motivation is just to have a good time spreading death and chaos. He's in for the fun of it.
Emerald is the only villain who has a chance for redemption, as she showed hesitation at the end of volume 3. She's loyal to Cinder because she saved her from the streets, and she is afraid of going back. So she sticks with Cinder. Emerald is probably realizing what she signed up for. Sure, it's one thing to help take down a maiden, but it's another to watch hundreds of civilians being torn apart by Grimm. If she tries to leave, Cinder will kill her. Maybe even send Mercury to do the job.

Well it kind of makes sense in the frame of they wanted to establish a mostly happy somewhat carefree school life before it all tumbles down and a second team gave them a lot more to bounce stuff of of as well as a wider range to work with while also working in worldbuilding through them. It creates a much better feel about the world than if it was all just ran through rwby or shadow people.
