This is a very, very self indulgent bit of prose here. Not saying it's bad, but it's very, very cliched. It's a lot of introspection out of our new Captain that feels there only as a setup, placed by our author (in this case, you lad), to artificially build tensions. I LOVE everything else, it's so beautifully written, except this part right here. I see what it's trying to do, but that's the thing- I shouldn't, as a reader.

Okay, my thoughts and opinions:
As far as mechanics go, you're leaps and bounds ahead of me, and I love to read it. I was getting the sense that Bogo has a lot more respect for Fouriner than he does anyone else, and I could feel some complex character interactions taking place in their exchange. The prose is addicting, easy to read and so, so smooth it reads like professional writing.
In short, I really, really do love this. You have a penchant for scene writing, that's for certain,
Now, my gripes:
So the tone is grit and almost Noire, which is fine, but it should read that way. I pointed out a few spaces where you could improve and play with some words, but overall I'd go through it again with a comb and pick apart places that need a splash of whiskey and some cigarette burns.
Bellwether's Dialogue is pretty flat, exposition heavy and pretty much only to convey the plot to the reader. I KNOW you can write damn fine dialogue and make those mouths move (metaphorically speaking), so I would be interested in seeing you touch up that portion.

I think I might be building too much off my first fic. I wanted to get across that even with how much he hates the job and his city, right at that moment he hates himself more for accepting a promotion that he knows he probably didn't earn. I'll try and reword it so it's not as self indulgent.
I'm not really sure how I can go over Bellwether more. While she is pretty exposition heavy in that portion, what she's saying is true. Behind the scenes she had already ordered his promotion; if he hadn't gone along with it she would have demanded his retirement as well. She was just trying to win him over with "facts". I was trying to capture the air she used with Judy in the movie. It's a little too early to break out the Hitler charisma with her.

The red necklace is meant to look like a claw/bite mark on the neck. So its meaning depends on who's wearing it: A prey wearing it would want to a pred to dominate/bite them, but a predator looking like she's been bit is indicating she wants to be on the receiving end.
