The panels vary by con, and it's usually up to the local furry organizer types to decide what to put on. The standard stuff is usually "X meet and greet" or "how to do Y", plus party or games panels.
My favorite panels at my local cons (Vancoufur and Rainfurrest) was the Eye of Argon. It's a challenge where you have to read the world's worst sci-fi fiction without cracking up.
