Personally, I prefer the 16 and 12" balloons over the 36ers I got. I'm too timid to blow the 36ers to full size so I dunno how they are then but they're too squishy for me underinflated and they don't have a neck. I just put the balloons on the faucet and fill them with warm water, then tie them. An untiable knot would be best so you can reuse them. Getting them on your knees is the tricky part (if they're big, that is), I guess you'll just have to improvise
