Depends who you're asking. I reckon BSP could have one done for under $100, but I don't think BSP has quite mastered reptilian designs. Nazegoreng made a great 2ft Ember which could be scaled-up, but two problems there - first and most obvious being cost, second being I don't think Naze does NSFW (best you could hope for is the breasts). Plus I believe she caps out at 4ft due to shipping limitations.
There are other plushmakers out there that have done Ember, but as far as I'm aware none that do LS. agatrix might tackle it? But like Naze, I don't think she does NSFW.

So I was searching for plushies on FurAffinity and I happened across this fresh-faced plushmaker, Liggliluff. They've just started posting their work and it looks like they're interested in doing anthro plushies. Right now they're currently producing 130cm plushies, but I assume that they may expand into larger designs (e.g. I sent them that website with a bunch of doll patterns that was posted in the previous thread). Right now it looks like they're trying to reach a wider audience to generate more interest in their work but they're not very familiar with using 4chan, so I agreed to post here on their behalf.

I dunno if any of you have noticed (I didn't myself until someone pointed it out to me) but Tavi's cutie marks have become faded as fuck over the months. One of my watchers on FA suggested that when I re-apply, I do it in a photoshoot themed like a tattoo job. To that end, they suggested the outfit, too. Here's how it went!
She was super-tough stuff about it... right up until I mentioned tattoos hurt.
This side was so fucking faded, I honestly don't know how I didn't notice it. Or maybe I did and just didn't want to acknowledge it.
I also noticed her eyeshadow has faded.
Aaaand finished! I gotta say, I'm really pleased with how this all came out. I've never used fabric markers before so I was terrified I might have chosen bad-quality ones or done something incorrectly and ended up causing bleeding, but it all turned out fine! If I had to criticise anything, it's that the cutie marks came out a bit dark, but I'm confident they'll fade a little and lighten up. Also, the marker that I bought for her eyeshadow was labelled as "grey", but quite honestly it's more of a blue-ish grey. On the other hand, you really can't notice it in the pictures so I can't complain. Plus, it doesn't look bad by any means, just... not what I expected. But I still like it. Blue suits her.
Anyway, the deed is done and Tavi is looking better than ever! Also, one thing I forgot to note is - she has a new wig! You may have noticed her hair is much longer/more voluminous/shinier than usual. I'm still getting the hang of styling it but I expect she's going to look much nicer in future shoots without all those ugly tangles and mats! I look forward to using it.

Not usually, but some costumes or outfits can be trickier than others. It really depends on how much give the material has, but normally it's not a problem - though whenever it is, it's invariably the tops (fortunately her hair is actually removable, which is a big help). Otherwise, sometimes it's simpler to dress her bottom-up (because... reasons :^) ), though with one or two pieces of clothing it's just as hard fitting dem hips through the shirt hole as it is to fit her head, haha (e.g. her pyjama top).

As for the rest of your post, it depends on how much you want to simulate the weight of a person. People are heavy, so there's a trade-off between "how realistic is this" versus "how easy is it to do anything with this". You could add weight and texture just to certain parts like breasts and ass. I know BSP already has the option of including silicone inserts in those parts for pretty much that reason.
