Steven is co-dependent because he's a child. He's still learning how to use his abilities.
Even then, he's got a shield, a bubble, plant powers, healing powers, and superstrength. He'll be amazing at defending, and who's to say that he won't learn some offensive tricks and attacks with those powers?
Also it's completely unfair to compare the current Steven to Rose. Steven is 14 years old and his powers started to awaken like two years ago, and Rose has lived for tens of thousands of hundreds of years, maybe even millions.
