I can't speak for other healers, or heroes for that matter since I only play Li Li, but she does have a maximum healing capability about 90%-100% of a good Medic, but with the added benefit of being able to top her in damage by 30k-40k in addition. Medic simply does not damage and I guess is supposed to make up for that with exceptional healing ability, but you can force Li Li to match or exceed most Medic players.
I consistently have games (with good players so I can actually demonstrate Li Li's ability) where I can get her damage to 40-50k using Serpent builds or Conjurer's Pursuit/Pitch Perfect low mana use builds for added Blinding Wind use (damage) and healing is 120k+ in say, a 25 minute game.
Additionally, let's not forget that she has a maximum 4 man slow +blind and the awesome ability everyone seems to glaze over, Herbal Cleanse which can be used for running your and your teammate's asses away or driving them forward to get the kill.
Combine that with Kung Fu Hustle and you can run around really fast getting drunk on her alcohol and luring enemies.

As of the most recent (Dehaka release) patch, most top-tier players consider her to be average or slightly above average right now.
The biggest detriment to playing as Lili is the loss of control. In a teamfight an Uther or Morales can focus healing on a teammate who may lack any decent escapes, and let the teammate who has a good escape ability take a little extra damage knowing they can break off from the engagement if they get too heavily pressured. With a Li-Li you lack that choice - you heal who the game says you heal. When solo-queueing this usually isn't a big deal but when playing with a premade group, when calling out targets on Ventrilo/Mumble and coordinating closely a lot of teams prefer to have the added control.
It's generally said that she has a low skill floor - she's much easier to learn and get into at lower levels. This isn't to say there's a specific skill ceiling where she stops being good at a certain point, but since she is very easy at lower levels people do tend to consider her poorly at higher levels.
People who shoot for pure numbers generally overlook her - Khara can trounce her in damage, and it's not difficult to build a healer (Even Tyrande) that can beat her in healing numbers. That said numbers aren't everything even if pubs believe so.
Personally I find her to be an OK healer, not my favorite but not the worst one. I personally do not enjoy playing as Rehgar despite the fact that he's the big pick for most high-MMR players right now.
Of course in the end it's all about who you enjoy playing as. And that's why Lili sucks and Xul is the god king of the earth, the standard by which everyone else is judged - and found wanting.

I haven't been keeping up with it, but I think it may have something to do with the matter that they've long played at the matter of the Nightmare consuming even Ysera. There were possible indications that she was before. As for the whole power business, they never actually lost their powers, but they did lose the ability to live forever. Mind you, this also meant their abilities are significantly diminished. They're not as powerful, but they are still supreme in their knowledge of their craft. Except for apparently the Bronze flight, they completely lost the ability to travel through time, but they still have power.
