I believe that with the exception of some characters, Steven has a platonic friendship with everyone. This includes the gems, in which are not to say "friends" with Steven, but share a big sister/parental relationship with Steven.
The only romantic relationship that Steven has which is prevalent and relevant is his relationship with Connie. He has gone so far as to change his physical shape to make her happy, so it is the logical ship.
